A new dedicated
actionline for the public to report anti-social behaviour
has been launched by the Government as part of a drive
to increase community participation in tackling unacceptable
behaviour.
Report: litter, fly-tipping, graffiti, vandalism, abandoned
vehicles, nuisance neighbours,harassment, rowdy behaviour,groups
hanging about,street drinking, etc

The It's Your Call phone line was launched in Southend
on 14th February 2005. Local people are asked to report
the problems they see in their neighbourhoods, from
graffiti to abandoned cars and nuisance neighbours.

| Belfairs
Woodland Centre |
Southend
Borough Council has secured £14,000 from The Heritage
Lottery Fund to set up an educational Woodland Centre
in Belfairs Park (Eastwood Road North entrance). The Centre
will provide local people with an opportunity to learn
what goes on in the Park, how its managed and the wildlife
it supports.
The Council has commissioned an "access" audit

Prittle
Brook Greenway |
|
The Greenway
forms part of the Council's "Green Grid" strategy
and will provide a traffic-free corridor through the
Borough from Priory Park to Belfairs. It also aims to
improve public open space enhance biodiversity.
A public consultation meeing is taking place on Sat.
10th September at St Margaret's Church Hall, Lime Avenue,

| South
Essex Groundwork Trust |
Essex
County Council is putting up £33,000 to help form
a South Essex Groundwork Trust. This would be part of
a national organisation which aims to secure more than
£2,000,000 from central government, the EU and lottery
sources which can be put into projects aimed at improving
the environment. In partnership with the Thames Gateway,
local authorities and other groups, the SEGT will instigate
a wide-ranging programme of environmental action. Whilst
welcomed by other councils, Ann Holland, Southend's cabinet
member for environment, commented "Funding will probably
be a problem with us".
The Trust will focus on:
- youth
involvement in the community
- extending
cycle routes
- establishing
a network of "friends" to look after
green spaces
- developing
recycling and re-using

| Rubbish
Watch |
| The
Rubbish Watch scheme has proved so successful in Milton
and Chalkwell wards that it is being suggested that it
could be rolled out to the whole of Southend. this scheme
involves a Litter Warden as part of a crackdown on dumped
rubbish and rubbish sacks put out for collection too early.

Licensing Act |
|
The Licensing
Act 2003 transfers responsibility for liquor licensing
from the Magistrates Courts to Local Authorities. From
February 2005 therefore Southend Council will be responsible
for issuing licences.
The Act also allows 24 hour opening times for pubs,
clubs etc. This will clearly have an impact on the local
community with increased risk of binge drinking, noise
and anti-social behaviour right through the night.
Southend Council has introduced a new Licensing
Policy
which it is hoped will manage licensing in the town
in a way that will reduce the negative effects of the
changes.

| New
PCT Clinic for Leigh |
|
Plans are
now well advanced for the construction of the new Primary
Care Trust Centre in Leigh at the Dragon Motors site
on the London Road. The new Centre will accommodate
three doctor surgeries which will transfer from the
middle of Leigh.The services currently provided at the
clinic in Burnham Road will also be moved to the Centre.

Following
public consultation, a minor injury clinic, an NHS dentist
and pharmacy may also be included.
Unfortunately no public transport will be available
for those patients whose doctors have transferred. The
PCT is seeking some partnership arrangement with Southend
Council to provide patient transport (some hope). There
will also be very limited parking at the new site, so
expect more congestion in the area.
The Centre is scheduled for openning in the Autumn of
2006.
